TGTE has chosen to do an assessment of the level to which those 25 commitments \"tgte-logo5\"undertaken by Sri Lanka have been implemented. Five grading system has been used<\/p>\r\n

In September 2015, the UN Human Rights Council (UNHRC) passed by consensus Resolution No.30\/1 co-sponsored by Sri Lanka itself, and giving 2 years for Sri Lanka to implement the 25 commitments it undertook to address grave charges of war crimes and crimes against humanity by State forces. In 2017, Sri Lanka and the UNHRC reaffirmed those commitments in Resolution No. 34\/1 and Sri Lanka was given an extension of further 2 years to fulfill international expectations. One year has now passed.<\/p>\r\n

Transnational Government of Tamil Eelam (TGTE) has chosen to do an assessment of the level to which those 25 commitments undertaken by Sri Lanka have been implemented.<\/p>\r\n

The following five grading system has been used:<\/p>\r\n

P – Pass.\r\nP(d) \u2013 Pass of dubious value.\r\nF \u2013 Fail.\r\nF(c) – Failed due to Cunning.\r\nF(a) \u2013 Failed Atrociously.<\/p>\r\n

Out of the 25 commitments: One commitment merited a P, Three commitments merited P(d), Nine commitments merited straight F, Two merited F(c), and Ten commitments received an atrocious F(a).<\/p>\r\n

The following was added as a footnote to the Mid-term Report card:<\/p>\r\n

The reason why Sri Lanka bagged such a failure in its Mid-Term Report Card is not due to lack of capacity, but due to the fact that the Sri Lankan State is not ethnically neutral. It is the cultural warhead of Sinhala Buddhist chauvinism, with the judicial principle that the accused cannot be a judge being seriously violated (See www.referICC.com) and a deep sense of impunity prevailing for a long time in the country. A cunning and dubious behavior has been the main strategy of Sri Lanka in dealing with international pressure.<\/p>\r\n

Staying in the same class [UN Human Rights Council – UNHRC] is not going to improve Sri Lanka\u2019s commitment to Transitional Justice. We believe the time has come to send the failed\/disgruntled student to the correction center [International Criminal Court-ICC], so it gets to learn more about ethnic neutrality, accountability, remedial justice, integrity, empathy and genuine remorse for wrongs committed.<\/p>\r\n

Echoing the words of the former U.S. War Crimes Ambassador, Stephen Rapp, made in Geneva on 12 March, 2018, we say \u201cImpunity Risks Creating Further and Further Violence\u201d as vividly demonstrated in the past two weeks of anti-Muslim violence in Sri Lanka.”<\/p>\r\n

Impunity is threat to peace and security.<\/p>\r\n
